A number of new Georgia laws that were passed during the 2009 legislative session and signed into law by Gov. Sonny Perdue took effect Wednesday, July 1. They include the following:
HB 2, requiring local governments to participate in federal programs that veryify the citizenship status of employees.
HB 116, extending for two years a sales tax exemption on the purchase of aviation parts used to repair out-of- state planes. The law benefits aviation repair companies, primarily Gulfstream Aerospace in Savannah and Standard-Aero in Augusta.
HB 212, extending for two years a sales tax exemption on jet fuel, assisting Atlanta-based Delta Air Lines.
HB 228, reorganizing the state Department of Human Resources.
HB 388, authorizing the adoption of human embryos.
HB 395, extending the sales tax exemption for materials used in the construction of Atlanta Symphony Hall.
HB 482, eliminating the state's inventory tax on businesses.
SB 14, prohibiting anyone on the national or state sex offender registry from being eligible for election to local school boards.
SB 27, designating April as "Confederate History and Heritage Month" and also names the Ralph Mark Gilbert Civil Rights Museum in Savannah as an official historical civil rights museum.
SB 30, making it illegal for gasoline dealers not to deliver fuel to local distributors who would add ethanol to the product to make blended gasoline.
SB 85, creating a Georgia Aviation Authority that will manage the state's fleet of aircraft.
SB 86, requiring Georgians to provide birth certificates, passports or other documents proving U.S. citizenship in order to register to vote.
SB 89, authorizing the sale of food and beverages at MARTA station.
SB 155, removing buffer zones from streams carrying mostly rainwater.
Also going into effect is HB 119, the state's $18.6 billion budget for fiscal year 2010. But with state tax revenues falling well short of projections month after month, this budget, which was balanced thanks to $1.4 billion in federal stimulus funds, might be faciing an actual deficit early in the new fiscal year.
